I have tried Alt+Enter, all the game does is flicker and stay in windowed mode, I have tried changing my settings too, nothing is working and I'm not sure what to do.

Switch to DX12In-game, go to the Options and select DX12 and Fullscreen and click on Apply Changes to save the settings.
Few players may face crashing and freezing of the RDR2 game after switching to DX12. To fix this do the following:
Switch to fullscreen on Vulkan:
Make right-click on your desktop and select NVIDIA Control Panel.
On the left side of the Nvidia Control panel, click on Change Resolution, from the resolution list select a lower resolution > click Apply.
Now change the resolution back to the same as windows resolution and hit Apply.
If you do not find the NVIDIA control panel then open the Intel control panel and change the resolution to 1920×1080 or lower and RDR2 should start full screen.
